Best months for what you actually want to do
- Coastal driving and old towns — May, June and September give you 18–28°C days with bookable parking in Dubrovnik and Kotor. In July-August the coastal road becomes a car park by mid-morning; start drives at dawn or shift to the inland route.
- Swimming and island hopping — The sea is comfortable from late June to September (22–25°C). Jadrolinija ferries run full timetables June to September only — shoulder season means reduced schedules, so check the day before.
- Budget travel — May, early June and late September cut accommodation 30–40% versus August, and the region's already-favourable prices drop further inland in Bosnia and Albania.
Shoulder season strategy
September is the road-trip sweet spot: sea still warm, crowds gone from the walls and bays, and daylight long enough for the Montenegro coast to Albania leg. May adds wildflowers and full waterfalls inland.
Cross borders early in the day — the Bosnia (Neum corridor) and Montenegro crossings stack up in August. Book Kotor and Dubrovnik rooms weeks ahead even in shoulder months; their old-town capacity is small and event weekends fill it.

When should I avoid driving the coast?
Late July to late August, when the single coastal road through Croatia and Montenegro carries peak EU holiday traffic and temperatures above 30°C. If those dates are fixed, drive at dawn and use the inland E73 route for longer legs.
Is shoulder season too cold for swimming?
No — the Adriatic holds 21–23°C through September and often into early October. May is the cooler shoulder, closer to 18–19°C, fine for dips rather than beach days.
Do I need vignettes or border paperwork?
Croatia is in the EU/Schengen and its tolls are per-section; Montenegro and Bosnia charge border insurance or ecological fees for foreign cars. Carry the vehicle registration and green card; queues, not paperwork, are the real delay.
