- City walking, Tram 28 and miradouros — March to June and September to October give you 18–26°C afternoons with enough light for the viewpoints until late. Tram 28 is tolerable before 9:00; any later and you are queueing with the cruise groups.
- Beach days in Cascais and Costa da Caparica — July to September is the reliable beach stretch, with the ocean peaking near 19–20°C in September — cool by most standards but swimmable on calm days. Trains to both coasts run every 20–30 minutes.
- Budget travel — November to February is the value window: flights and hotels dip well below summer rates and restaurants need no reservations. Expect 13–15 rain days a month, so pack layers over umbrellas.
Shoulder season strategy
October is the insider pick: the Atlantic is at its warmest, October light is the photographer's favourite, and accommodation prices slide after the school holidays. Early October beach weather in Cascais is a genuine bonus, not a fluke.
Stay in Alfama or Graça for atmosphere, or around Avenida da Liberdade for hotels that hold their price better in high season. If June dates are fixed, book months ahead — the Santo António street festivals around 12–13 June fill the city, and the Sintra day trip deserves a weekday, not a weekend.
